OMFAS is a coalition of fifty-two (52) fisherfolks associations in the province of Zamboanga Sibugay in the Philippines, it was founded on August 16, 2013 to address mangrove deforestation and illegal fishing, affecting the economic conditions fishers in the province. It has evolved from KGMC or the Kapunungan sa mga Gagmay’ng Mangingisda sa Concepcion (Association of Small Fishers in Concepcion) which was organized through the IFAD funded (Western Mindanao Community Initiative Project) WMCIP in the early 2000. COMFAS is a farmer fishers organization supported by AsiaDHRRA under its Farmers Fighting Poverty program funded by EU and IFAD thru AgriCORD.

The Post Yolanda Fund for Local Initiatives aims to ensure that local organizations and communities affected by disaster are able to directly participate in and benefit from a range of post-disaster rehabilitation activities through direct financial and technical assistance. It also aims to optimize the mobilization of organized local communities and local resources, together with other development players, towards a more sustainable path of livelihood and farm rebuilding.
